Victim Dies Following July 4th Near Drowning

Sioux Falls, SD (KICD)– One of two men pulled from the waters of West Lake Okoboji in separate near drowning incidents has died.

A post by the family of Randy Vilayphone says the 21-year-old died Saturday in Sioux Falls he was pulled from around 17 feet of water in Miller’s Bay on the 4th of July.

The Dickinson County Sheriff’s Office and Iowa Department of Natural Resources is continuing to the investigate the incident including how Vilayphone, who was on a boat prior, ended up in the water.
